Broken windows theory is a theory that looks at small line breaks not only as an indicator of the criminogenic situation, but also as an active factor influencing the level of crime as a whole. It was formulated in 1982 by two American sociologists (James Q. Wilson, George L. Kelling, Broken windows, The Atlantic Monthly, 1982-03). The name comes from the example that the authors say: “If a window is broken in a building and no one repairs it, then after a certain time there will be no robust window in this building.”

The theory asserts that when society misses and ignores small order violations such as dumping garbage in places outside of its intended purpose, vandalism, drinking in public places, etc., it provokes others to commit similar or more serious violations. The psychological mechanism for this is illustrated as follows: “If others can, why not for me?”. In doing so, the level of violation of the rules is getting lower and leads, sooner or later, to more serious violations.

Conversely, the active work of preventing minor offenses and punishing offenders even for the smallest violations creates an atmosphere of intolerance to all violations (zero tolerance).

Practical implementation:

The theory is widely used in practice – originally in New York and then in many US cities, Europe, South Africa and others. The first the mayor of New York, Rudolph Giuliani, in 1994, and the police commissioner William Braton, who declared war on such minor violations as graffiti, begging, traveling without tickets, and others, first began. As a result, the amount of crimes in the city has been greatly reduced, citizens are starting to live in a cleaner and peaceful city.

Our work in recent years is based on this theory, and in practice it proves that by creating beautiful and pleasant things in the public spaces we attract followers and followers. New objects are emerging, more and more people are beginning to pay attention to the environment they inhabit and take care of. “The infect” even touches the vandals, and where something beautiful is painted, it does not scratch. From respect for the talents and labor of the masters. The phenomenon also touches the clerks. Forced to work in strict rules and clearly regulated budgets, more and more municipal administrations, directors of public institutions understand the meaning of this environment being welcoming and interesting. In recent years, several graffiti festivals have appeared in Bulgaria with the financial support of municipal administrations.

For young artists on the other hand, participating in similar space transformation actions is a serious step in their professional development: learning to negotiate with the “client.” Passing through a view of the terrain and its specificity, design and negotiate with the client for the ultimate result of their intervention. Matching their projects in advance with people who will then consume their art makes them more flexible and responsive to the market and its needs. They have not only experience but also enrich their portfolio.

For the audience (citizens / visitors / guests) pleasure is immeasurable. Stay in a beautiful environment, share it in social networking accounts. But the subsequent effect is the true added value: they are inspired or inspired by other people to do something beautiful, something pleasant for us all.
